The League of Women Voters of California
2003-2005 Program
The League of Women Voters of the Monterey Peninsula and 27 of the 47 local Leagues that participated in program planning recommended Health Care for program emphasis. State and Local Finances was recommended for program emphasis by 23 of the 47 local Leagues that participated in program planning. The League of Women Voters of California (LWVC) Board proposed and the delegates unanimously approved Health Care and State and Local Finances as 2003-2005 Issues for Emphasis for the LWVC.
For both of these issues, the LVWC Board will appoint ad hoc committees charged to recommend to the Board, no later than January 2004, a plan for education and advocacy with a time line, budget, and specific proposals for raising new funds to support the work. The education focus on both issues will include educating our members, encouraging local Leagues to engage in community education activities, monitoring current proposals, and encouraging public involvement. The action agendas will include tracking legislation and advocacy in the state legislature. The LWVUS position will provide the basis for education and advocacy on Health Care. The LWVC position will provide the basis for education and action on State and Local Finances, with citizen education on the state budget process and state/local fiscal relationships and proposals for improvements as a focus.
From the Community College Study consensus, the LWVC Board adopted a position for presentation to the Convention. With minor amendments, the delegates adopted the new Community College Position. Although not recommended by the Board, the delegates also approved Community Colleges as an Issue for Emphasis.
Also not recommended by the Board, but approved by the delegates, were two additional studies: a study to update our Education Position, contingent upon outside funding, and a study to update our Energy Policy.
The delegates voted to update our Election Systems Position by concurrence with the LWV of Washington State so that local leagues could use the position to support a local Instant Runoff Voting proposal if they choose to do so.
