Dear Members of the Planning Commission:
Up to this point, a primary concern has been to achieve a project design which meets a number of important federal and state historic standards, and is compatible with the surrounding neighborhood. It appears that the current modified size and design of the project are generally acceptable to the appropriate authorities in this regard. We fully recognize the importance of this objective. We are concerned, however, that other stated objectives of the project, "develop an energy-efficient green building" and "improve efficiency and employee working conditions," have not been given more attention in the design review process. (See list on p. 21 of the DEIR.)
The response by the City to the League of Women Voters' comments on the DEIR in this regard was, "The City intends to create an energy efficient building. This will be achieved through correct insulation and efficient lighting and heating. These building details will be specified on the construction drawings."
The Monterey/Spanish Colonial style is architecturally compatible with the historic setting, but it presents some challenges. For example, with small windows, often overhung with balconies above or arcades outside, there is little natural light and ventilation for those working inside.
The recent public display of the model and architects' presentation of the redesigned project did not cover any of the "green" features, yet these should be considered an essential part of the design stage. The City has the opportunity to create a model project which demonstrates energy efficiency, use of recycled materials, and water conservation, yet there has been very little discussion of such measures, even when questions were asked.
We urge the members of the Planning Commission to request specific information from the architects as to what is proposed, so that it can be considered in the project review.
