Dear Ms. Diehl and Members of the Planning Commission:

The League of Women Voters of the Monterey Peninsula submitted extensive comments on the Draft Subsequent EIR (DSEIR) for the proposed East Garrison Specific Plan. We received responses to our comments on July 7, 2005, just six days prior to the scheduled public hearing before the Planning Commission. In additional, we have not received copies of the Disposition and Development Agreement and Development Agreement which will also be considered as part of the proposed project.

We are particularly concerned that provisions for inclusionary housing have been changed since they were described in the DSEIR and that Mello-Roos taxes may make those residential units unaffordable to very low-, low-, and moderate-income families. We have not have had an adequate opportunity to review these issues.

This project is one of the largest to ever be considered by the County. The complexity of the matters related to this project on the public's land requires adequate time for public review and comment. We, therefore, request a continuance of at least two weeks to a month.
