Dear Mr. Novo:
The League of Women Voters of the Monterey Peninsula would like to take this opportunity to comment on the Draft Supplemental EIR for the Potrero Area Subdivision.
We think additional environmental review should be undertaken based on requirements for preparing a Subsequent EIR (Sec. 155162). Specifically, substantial changes have occurred with respect to the circumstances under which the project is undertaken which will require major revisions of the previous EIR. Additionally, new information of substantial importance, which was not known and could not have been know with the exercise of reasonable diligence at the time the previous EIR was certified as complete, will require new mitigation measures.
Specifically, we refer to the impact of existing operations of Santa Lucia Preserve on the Garzas Creek water flow and the listing of the south central California coast steelhead and red-legged frog as endangered species after certification of the FEIR. Additionally, proposed tree removal for the Potrero Area Subdivision should be compared to overall tree removal described and mitigated under the FEIR for Ranch San Carlos.
